We are looking for a policy researcher to lead a special project developing distinctive and innovative policies on equality and democratic reform. Funded through an external grant, this two year project will see you shape the future direction of the Welsh Liberal Democrats and create a policy framework for democracy and public service reform that will inform the 2016 manifesto.

Main Duties

  • To lead a 2 year policy development project to develop distinctive and innovative policies in the areas of democratic reform and equality.
  • Ensure the timely production of consultation documents and policy papers.
  • Provide a written report twice a year on progress being made.
  • Project manage the projects to ensure that all elements are delivered on time and within budget and prepared to a high professional standard.
  • Work with politicians, staff and the voluntary party to ensure buy in to the ideas being developed.
  • Work with Welsh party staff to ensure that that the policy developed is accurately reflected in campaign messages and material.
  • Develop a programme of consultation and events that engages and party members and external stakeholders.
  • Liaise proactively with the Federal Liberal Democrats policy unit.
  • Carry out other tasks as may be identified.

The successful candidate will be expected to fulfil the following criteria:

Essential

  • Hold a degree or equivalent in a relevant subject.
  • Effective organisational skills with the ability to organise their own work programme and deliver to deadlines.
  • A deep understanding and sympathy with the values aims and objectives of the Welsh Liberal Democrats.
  • Experience/knowledge of politics, public affairs and public policy development with a good knowledge of central, devolved and local government.
  • Evidence of good analytical skills, including the ability to summarise accurately a wide range of views and be able to quickly identify key issues from a range of sources of information.
  • Effective written and verbal communication skills.
  • Ability to deal with a wide range of influential stakeholders, including elected politicians.
  • An understanding of Wales and wider current affairs and an interest in the Welsh political system.

Desirable

  • Experience of working with volunteers in a membership organisation.
  • A history of activity in the Liberal Democrats.
  • The ability to work in both Welsh and English.

Interviews will take place in Cardiff on the afternoon of Monday 15th July 2013. Start date negotiable.
