The Refugee Council has an integrated, multi-disciplinary Advocacy and Engagement Directorate that covers the professional disciplines of research, policy, media, public campaigning and parliamentary work. The Parliamentary Manager brings parliamentary expertise to further our work in influencing policy and practice to improve the lives of refugees and people seeking asylum, and raise awareness among Parliamentarians in the UK Parliament.

Reporting to the Head of Advocacy, the post holder will be responsible for leading the organisation’s parliamentary work through developing and maintaining links between the Refugee Council and the UK Parliament, and other political and external bodies. The post-holder will be responsible for co-ordinating the work of the All Party Parliamentary Group (APPG) on Refugees, for which Refugee Council provides the secretariat, including arranging meetings and events, communicating regularly with members and ensuring the Group conforms with parliamentary rules governing the management of APPGs. Supporting the APPG will also involve running inquiries such as the recent Refugees Welcome?Inquiry, where the Parliamentary Manager will be responsible for co-ordinating the collection of written and oral evidence, analysing findings, drafting the report and working with panellists to raise the recommendations in a variety of parliamentary settings. The Parliamentary Manager will also be responsible for following up on the recommendations of previous inquiries undertaken by the APPG on Refugees.

The Parliamentary Manager will operate in an environment where migration is high on the political agenda, and will need to quickly assimilate information and devise strategies to inform and engage parliamentarians, and advocate for positive change for refugees and people seeking asylum. The role requires having a good grasp of refugee and asylum issues, and a detailed knowledge of the Refugee Council’s policy positions. The post-holder will also work with colleagues on developing advocacy strategies to push for policy change.

The Parliamentary Manager will also work closely with internal stakeholders, and will be responsible for briefing staff, including the Chief Executive, ahead of meetings with Ministers, MPs and Peers.
