This is a part-time role working 15 hours per week over days (we are open to flexible working proposals).

This is PACEY’s senior policy role responsible for ensuring we are a leading contributor to the development of childcare and early years policy and regulation in England and Wales and that PACEY’s organisational strategy is informed by these developments and their implications.

KEY RESPONSIBILITIES INCLUDE:-

  • Policy and research analysis
  • Policy development
  • Policy influence and dissemination

This role will work closely with the Policy and Communications Officer, supporting and advising them.

PERSON SPECIFICATION

EXPERIENCE:

Experience in a similar role including:

  • Research and policy analysis and development
  • Engaging members, users or other stakeholders in policy development
  • Networking and influencing diverse stakeholders, including Ministers, civil servants, regulators and policy makers
  • Writing impactful policy briefings, reports, submissions and other communications that influence policy agendas
  • Briefing stakeholders, including parliamentarians, senior civil servants
  • Representing an organisation at meetings, events and to the media
  • Working in partnership with external organisations and agencies

SKILLS AND ABILITIES

  • Proactive and a self-starter
  • Research and analytic skills – able to pull out strategic implications from quantitative and qualitative data
  • Motivate and manage teams/individuals to deliver projects
  • Ability to work collaboratively in order to deliver key objectives in line with business strategy
  • Strong conceptual thinker – able to grasp complex policy issues and translate them into clear policy
  • Political sensitivity
  • Persuasive and credible communicator

  • Effective analytical and evaluation skills
  • Strong ICT skills, including the ability to use online survey tools and MS Excel

KNOWLEDGE

Strong knowledge of:

  • Education and/or children’s policy
  • UK government and parliamentary system
  • Research techniques
  • Educated to degree level or equivalent
