Job Title: Data Analyst / Evaluation Manager
Working For: Liverpool City Region Combined Authority

Salary: £40,480-£44,235 (Data Analyst) / £49,786-£59,443 (Evaluation Manager)
As a Data Analyst you will analyse and interpret a range of national, regional and new data sets to inform policy development across the Combined Authority’s main policy areas (economic development, housing and spatial planning, transport, employment and skills and social inclusion policy), and communicate and present data in a clear and digestible format in order to support effective policy decisions.
The successful candidates will have experience of analysing and interpreting a range of data, including scraping for new data to inform policy-making and experience of communicating and presenting data, and the key messages from that data, in a clear and digestible format to colleagues and other key senior stakeholders. They will be innovative, self-starting, collaborative and ambitious. They will demonstrate a commitment to evidence-based policy making and a determination to deliver for the people of the Liverpool City Region.
As an Evaluation Manager you will embed evaluation principles into the Combined Authority’s policy design process and manage both internal and external evaluation of policy initiatives and strategic investments. The Combined Authority bases its approach to evaluation on the best practice outlined by HM Treasury’s ‘Magenta Book’, but is seeking to benchmark the impact of our activities against a broad range of economic, social and environmental indicators. The postholder will therefore play a key role in shaping the direction of policy in the City Region, and in holding the organisation to account for delivery of system change and outcomes.
The ideal candidates will have significant experience of managing and/or advising on evaluation of policy and/or investment programmes, preferably in or for local or central government or a relevant policy body/agency. They will have a strong understanding of evaluation best practice as captured by HMT’s Magenta Book and experience of developing evaluation plans to support a policy making process.
