We are hiring a Communications and Engagement Manager to play a key role in the new team we are establishing to design and implement the new statutory barring scheme for hospital managers.

This is a rare opportunity to play a key role in one of the most significant regulatory transformation programmes in the health and care sector.

In 2025 the Government announced its intention to introduce a statutory barring system for senior leaders in the NHS in England.

As Communications and Engagement Manager, you will support a high-profile Government programme to establish a new statutory regulatory framework for senior hospital leaders in England, strengthening public trust and confidence in NHS leadership.

Therefore, the postholder will need to possess excellent communication and influencing skills as well as a working knowledge of the political and regulatory landscape.

This is a demanding, complex and fast paced role, that will come with challenges, however the opportunity will give the postholder to make a real difference by helping to protect the public and shape a landmark reform with lasting impact and tangible results.

Your responsibilities will include.

• Develop and deliver communication and engagement plan for the implementation of NHS Managers regulation.
• Lead day to day communication activity supporting NHS managers regulation development and implementation.
• Coordinate engagement activity with government departments, professional bodies, employers, system partners and other stakeholders.
• Support consultation and engagement exercises associated with NHS Managers regulation. Assist with monitoring political, sector and policy developments relevant to programme activity.
• Support media planning and proactive communications activity linked to strategic programmes.

Person Specification

We are looking for candidates that have:

• Experience delivering communications and engagement activity within a complex organisation/system.
• Experience managing strategic projects or programmes.
• Ability to collaborate and communicate effectively with internal and external stakeholders of varying seniority.
• A strong understanding of strategic communications, public affairs and external relations.
