Job Details

The Parliamentary Knowledge Foundation (PKF) is a non-profit Foundation under the patronage of the Speaker of the House of Commons. We operate apolitically and impartially to help MPs and Peers gain knowledge from experiences beyond Westminster.

Each Scheme runs for 10 months and brings together 15 cross-party MPs. MPs engage with partners through visits, workshops and practical experiences, gaining insight across a sector by learning directly from charities, institutions, public sector organisations and businesses. Each scheme includes 12–14 modules, with MPs completing credits to graduate.

Upcoming schemes 2026/27

Following a successful launch, PKF is scaling from three pilot schemes to six concurrent schemes in 2026/27, significantly increasing our impact.

Frontline Services V2; Energy and Environment V2; Wellbeing and Sport V2; Health; Youth and Education; Industry and Infrastructure.

As Head of Programmes, you will be central to this growth phase, building systems that enable excellent delivery at scale while maintaining quality and impartiality.

Who is this for?
We are seeking a dynamic, curious and driven individual who can blend strategic thinking with hands-on operational delivery. You will be confident working with a wide range of partners and stakeholders, creatively shaping visits and experiences that maximise value for MPs and partners. Prior parliamentary experience is not required, but an interest in supporting MPs and Parliament to understand key sectors is essential.

Key responsibilities
• Lead programme portfolio development and expansion planning
• Work with the CEO on strategy, growth and opportunities
• Implement systems and processes for efficient delivery at scale
• Oversee scheme delivery, module quality and partner relationships
• Coordinate with Advisory Committees to ensure balance and impartiality
• Develop impact measurement and support fundraising/partnerships
• Line manage three team members and build team capacity
• Build relationships with MPs, their staff and parliamentary stakeholders

Essential requirements
Proven programme delivery and project management experience; strong communication and stakeholder skills; team leadership capability; adaptable, solutions-focused approach; right to work in the UK and eligible for security clearance.
