Job Details
The Russia Watch All-Party Parliamentary Group (APPG) is seeking informal tenders for the
provision of the Secretariat function for the Group.
Responsibilities
- Arrange & manage all briefings & events (a minimum of 4 per year,
additional ad-hoc events as required).
- Arrange speakers from gov departments (e.g. FCDO, Home Office), academia, think tanks, NGOs, journalists, and international partners.
- Arrange 1 international visit a year to NATO allied countries or other to spread the understanding of Russia and the UK perspective.
- Manage bookings, catering, seating plans & event materials.
- Issue invitations & manage RSVPs;ensure Secretariat attendance at all events to support the Officers.
- Organise & run AGMs/EGMs, prep & record minutes, manage APPG’s Register
- Track invoicing, and memberships. Undertake due diligence checks on donors & sponsors.
- Handle invoicing & record-keeping in accordance with parliamentary APPG rules.
- Develop & expand the Group’s network of external paid members, including NGOs, academic institutions &international partners. Manage subscriptions & renewals.
- Manage relationships with sponsors & partner organisations
- Ensure compliance with the House of Commons Rules on APPGs, including registration of benefits, data protection, safeguarding & relevant policy areas (e.g. health and safety, purdah).
- Provide administrative & advisory assistance to Officers of the Group in fulfilling their responsibilities under the Rules on APPGs.
- Identify opportunities for collaboration to enhance the APPG’s profile
Tender Award Criteria
Organisations and individuals are invited to submit proposals for the delivery of the services.
The tender will be evaluated as follows:
• 60% Quality / 40% Cost
Quality marks will be awarded as follows:
• 30% – Experience
• 30% – Innovation, ideas, and opportunities for the APPG to develop in the future
Cost marks will be awarded with the lowest tender securing the full 40%, and other tenders
scored proportionally.
As APPG funding is secured through voluntary sponsorship and donations, the Secretariat
appointment is informal, with no commercial or contractual obligations. The appointment
may be terminated at any time at the discretion of the Group’s Officers.
Position: 8 hrs per week (flexible)
